The Western Sydney Aerotropolis continues to emerge as one of NSW’s most significant economic and employment hubs. With the NSW Government announcing an $835 million infrastructure funding package, the Aerotropolis is set to receive major upgrades to roads and services that will unlock land for development and support long-term population and job growth.
This builds on previous commitments, including the $1 billion upgrade to Fifteenth Avenue, and forms part of a broader plan to fast-track enabling infrastructure across this 11,200-hectare precinct near the new Western Sydney International Airport.

Breakdown of the Infrastructure Package
Roads and Transport Infrastructure
This year’s NSW Budget allocates $150 million in new road funding, bringing the total four-year commitment for Aerotropolis-related road infrastructure to $2.7 billion. This includes delivery of key road projects that will improve access and connectivity across precincts, while supporting freight and logistics functions.
Targeted Project Allocations
- New traffic signals at Elizabeth Drive and Luddenham Road
- A new turning lane at Mamre Road and Kerrs Road, enhancing traffic flow in one of the precinct’s busiest areas
- $39 million to plan three major road links:
- Devonshire Road
- Devonshire Link Road
- Bradfield Metro Link Road (includes $12.5 million from the Labor Government)
- $29.6 million to deploy a new incident management and response team to ensure efficient traffic flow and reduce delays during emergencies
- $30 million to install over 1,000 new green directional signs guiding commuters and freight operators to the Aerotropolis and airport precinct
These upgrades are crucial for linking development-ready land with key employment and residential zones.
Existing Road Projects Already Underway
The $835 million infrastructure package builds on several major road upgrades already in progress across the Aerotropolis. These include the $1 billion Fifteenth Avenue Smart Transit Corridor, linking Liverpool to the new airport; the $1 billion Mamre Road Stage 2, improving access from Erskine Park to Kemps Creek; and the $800 million upgrade of Elizabeth Drive, enhancing east-west connectivity.
In addition, the M12 Motorway, valued at over $2 billion, is currently under construction and will offer toll-free, direct access to Western Sydney International Airport. Collectively, these projects are critical to supporting freight movement, workforce access, and future development across the precinct.
Emergency Services: Western Sydney’s Largest Fire Station
To support population and industrial growth, the NSW Government will deliver Western Sydney’s largest fire station in Badgerys Creek, located on Adams Road, Luddenham. Construction begins in 2025, with completion due by late 2026.
- $42.2 million to recruit 52 full-time firefighters for 24/7 operations
- Coverage for the new airport and surrounding industrial zones
- Builds on a $15.4 million investment in new fire trucks
- An additional $17 million to upgrade the state’s firefighting fleet over the next two years
Water Infrastructure: $644 Million for Industrial and Housing Development
The Mamre Road Precinct will benefit from a game-changing $644 million investment by Sydney Water to deliver sustainable stormwater and recycled water systems.
- Naturalised stormwater channels and constructed wetlands
- Stormwater harvesting basins to support eco-friendly industrial use
- Infrastructure to service the 1,020ha Mamre Road Precinct
- Foundations for 7,267ha of surrounding industrial development
- Developer contributions reduced from $1.3 million to $877,000 per hectare
