Camellia – Rosehill Master Plan Summary

Camellia–Rosehill plays an important strategic role as an industry and employment hub within the Greater Parramatta and Olympic Peninsula (GPOP) Economic Corridor. By 2041, the precinct will be enhanced with service and circular economy industries and new recreational and entertainment facilities, all enabled by better transport access via light rail, active transport and road connections.

This Riverside Precinct is envisaged to:

  • Enable up to 15,400 jobs
  • 10,000 homes
  • 24,000 people
  • 18-hour entertainment precinct adjacent to Rosehill Gardens Racecourse
  • 54.5ha of public open space

The precinct covers approximately 320 hectares of land across the Suburbs of Camellia, Rosehill and Clyde. The precinct is defined by Parramatta River to the north, Duck River to the East, the M4 Motorway to the south and James Ruse Drive to the West.

The Camellia- Rosehill Master Plan includes 3 sub precincts:

  • The active town centre and entertainment sub-precinct (the ‘front door’)
  • Urban services sub-precinct (the ‘transition area’)
  • Industry sub-precinct (the ‘backyard’)

 

The active town centre and entertainment sub-precinct
(the ‘front door’)

  • New Town Center: Integration with Parramatta Light Rail, offering diverse housing, retail, and entertainment near transport links.
  • Entertainment Precinct: Mixed-use area with an 18-hour destination near Rosehill Gardens Racecourse, including cultural and nightlife options.
  • Green Spaces: Transformation of Parramatta River banks into a linear park, enhancing connectivity and public access.
  • Flexible Planning: Diverse land uses in the town centre, supporting creative and artisan industries.
  • Housing Cap: Limit of 10,000 dwellings, ensuring balanced development with infrastructure and amenities.
  • Social Infrastructure: Proposed educational facilities, extensive parks and natural areas, affordable housing provision, and a central multipurpose hub.
    • 2-hectare primary school near Parramatta River.
    • 5.4-hectare K–12 school next to Rosehill Gardens Racecourse.
    • 24.9 hectares of parks and sports areas.
    • 29.6 hectares of natural areas, including foreshore and wetlands.
    • Affordable Housing: 5% to 10% of housing designated as affordable.
    • Community Hub: At least 4,300sqm multipurpose hub in the town centre.

 

Urban services sub-precinct (the ‘transition area’)

This part of the precinct is aimed at serving as a multifaceted area that combines urban services, industrial activities, business development and innovation all whilst catering to the surrounding community.

Highlights of this precinct include:

  • Accommodating Growth in Sub-Regional freight and logistics
  • Transport and Connectivity, we can see that there is a focus on enhancing connectivity to the industrial precincts of Silverwater and Rydalmere
  • Expected to be a hub for research, innovation and emerging technologies
  • This sub-precinct will also include the Parramatta Light Rail stabling yards (under construction) and Sydney Metro Stabling Yards at Clyde.

Industry sub-precinct (the ‘backyard’)

The eastern and southern areas of the precinct are designated for the retention of industrial use.

  • New Industrial Opportunities: Surplus land from Viva Energy will be developed into new industrial lots, offering relocation or establishment opportunities for industrial businesses
  • Transport Infrastructure: A road network accommodating heavy vehicle movements and freight distribution will support the area. The potential extension of Parramatta Light Rail Stage 2 through Grand Avenue and localised bus services for the southern industrial lots will enhance connectivity.
  • Active Transport Linkages: New linkages will be developed along Duck Creek’s foreshore, connecting to the Duck River Priority Project, with potential future connections along the Viva Energy site.
  • Building and Development Standards: Building heights will generally range from one to three storeys.
